Upgrading a normal item will result in an item that is Exceptional, while upgrading an item that is Exceptional will result in an Elite version of the base item. The item will be able to keep all of its pre-upgrade statistics, but will also gain an additional bonus from its new base type. This bonus will be randomly chosen from the following options: an opportunity to acquire a weapon with an increased damage range or an increased reload speed or the chance to obtain a higher max defense roll.

The amount of extras gained with an upgrade depends on the amount of upgrades performed. Each upgrade will increase the corresponding extras by increments of 1, up to a maximum of three. Each upgrade will also boost the stats of the main game by +1.

Costs

There are a few costs that are associated with upgrades to items. The first is the cost for the upgrade. The cost is based on the new ilvl of the item and the amount of perks it will gain and can be costly. Upgrades to a higher level (such as Explorer to Champion or Veteran to Heroic) are costly.

The other is the cost of materials needed for an upgrade. The items used for upgrades are usually either Power Dices (dropped by monsters 21and up) or Minerals and Erons (obtainable through completing specific Mists of Pandaria or Warlords of Draenor quests). The amount of these materials required is available in the inventory of an upgrade vendor.
